Boy accused of lewd behavior

A 14-year-old Salina boy was arrested Thursday, accused of exposing himself to a 15-year-old girl while riding a bus after school.
Alexander H. Waugh, 2713 Bobby, was arrested on a charge of lewd and lascivious behavior following the incident, which the girl alleges occurred at 2:45 p.m. Wednesday in south Salina, said Salina Deputy Police Chief Carson Mansfield.

Where are all of you getting that he mooned the girl? The way I read it, sounds like he showed his genitals, which would be lewd behavior. Being the age he is, he should know it's wrong. Should he have been arrested? I don't think so, maybe a warning or something.

wow ya'll are amazing what happened to the rules of calling the parents or guardians and letting them take care of it. I personally think its way over board. If your going to charge a boy for mooning then charge all of the kids thats taking naked pics and forwarding them on. Thats far worst!

Maybe the state allows these people to keep the kids in the foster/group home because no one else is stepping up to take them. Good foster homes are few and far between. The system cannot be responsible for every child in town. Parents have to be the ones who step up and be responsible for their own kids. Don't blame SRS or the state foster system. They didn't give birth to the little darlings.........

To everyone who is saying this isn't a sexual offense...If the girl was offended or uncomfortable with the situation it was not ok, and it was a sexual offense. Many people think this is no big deal, but think about that girl and how this may have affected her.

I am a mother of 3 adult ladies, 1 adult son, 5 granddaughters and 3 grandsons and I say lets just ignore the little things so that the next time we see this young mans name in the paper it will be for rape and then we can do something. RIGHT?????? At 14 he DOES know right from wrong and I dont care if he is in a home or not he knows what he done is WRONG!!!!!

Good lord, the boy is just 14 years old! Kids will be kids, its ridiculous to get worked up over a prank! When I was that age, we did this kind of thing all the time and nobody thought a thing about it. Parents are too sensitive nowadays protecting their "recious little ones" Maybe if the mothers stayed home with their kids instead of working, things wouldn't be so out of whack.

Just a Mom... I couldn't agree more!!! Kansas believes in "Failure First" rather than setting our kids up for success!! I see it all the time in the school system! It's ridiculous... We ask for help and don't get it! Maybe some of our tax money should go to programs for the kids rather than some of this other crap!

i just want to say that the State of KS needs to implement some sort of program BEFORE it becomes serious. I had problems with my teenager and i was told over and over again that.." We cant do anything for her unless she breaks the law"..and then when it does happen they come knockin on mom and dads doorstep and file a CINC ( Child in Need of Care) against the parents. And when the child DOES do something bad and is in the system--they are labeled the rest of their lives. Im sorry but going through what we have been through with a teenager--the state is more about taking over AFTER the damage is done rather than PREVENTING it!You cant spank your kids anymore ( and i know this from experience--IE: he said she said) Cmon KANSAS--pull your heads out and see WHY kids are the way they are in today's society! What happened to a good ol' butt whoopin when it was needed??

My goodness! Why does mooning or any other adolescent behavior (which many many children do) make people assume the child will be the next sex offender! Quit labeling these children as worse than they are. Parents and guardians... take responsibility of your child and deal with the situation. This world is so charge and sue happy it is disgusting.

To: What a shame says....
Stop judging. Go by this foster home sometime. I have a feeling that your trying to read a book by it's cover instead of looking within. Just stop by to say hello or maybe you can ask them how you can contribute to the foster home. Maybe you can become a big brother or sister to one one of them. What a perfect opportunity for yourself and those living in that neighborhood to reach out to those foster kids in that home. Maybe even you can become a foster parent. Stop talking about what is not being done and how it should be done. It's time to step it up because it may never be one of struggling teens that live in that foster home but it may be the teen living down the street from you or some other kid in the community that may cause you to be a victim in some way. There may be a teen your neighbors home that is suicidal and is willing to do anything for someones attention that needs your help. Once again, stop talking trash on people who serve this community well and get busy. Pick a teen today, There are plenty that need your help!

If you look at your kid wrong you will have SRS breathing down your neck anymore. There is no discipline and I can promise that "time outs" do not work (on all kids). They are allowed to galavant around without rules or restrictions and think they are owed something.

Our tax dollars at work...amazing. Does anyone out there remember what it was like to be a teenager? I don't know where you people lived that this type of behavior is "unheard" of, but when I was growing up, most of the boys thought this behavior was pretty funny. I believe the term "mooning" isn't a new one...which is indicitive that this silly behavior has been going on in children for years...and, for the most part, if your parents found out about it, you were in BIG trouble...but I don't recall anyone ever being arrested for being childish. In my day, I saw more than one or two behinds and front sides of little boys who thought they were so "cool" and the way we dealt with that was to let them know they had nothing to be proud of. Amazing how that stopped the behavior...wow! and they didn't even have to go to jail...absolutely amazing. What's even crazier, is that most of those guys grew up to be pretty decent-in spite of being dumb kids. And they didn't need to go to jail, or spend years in therapy...but I guess that was the good 'ol days...these days common sense isn't too common. Somewhere along the line, we've lost that...How quickly we forget-And I am guilty of it too..."Well, I never..." and a lot of times that is just not true. All I have to do is think about it for a minute, and I'll be darned if I don't remember that I do know! And then I can take the limited understanding of my own childishness at the time and apply it to the children of today and realize that the only difference is that now, it's big revenue for the local government...

"Kids who are living in situations like foster care and group homes have been damaged long before they make it into the system.These kids have seen and heard things that you can't even imagine.They have been abused, neglected and exposed to drugs, alchol and sex long before they can understand that these things are not the norm" I will agree SOME of the kids in the system have unfortunately lived through these horrors ou describe, however, alot have not. Alot of them have parents who have begged for help for their child, and CANNOT get it-so they do the best they can. Many forms of Autism mimic "bad behavior", and bless those parents who try their hardest to raise these kids-WITHOUT any help. Try to get a troubled kid some help...either you have to have a ton of money, a court order, or somehow have your child be eligible for Medicaid. OR, have a judge tell you, "you need to let him/her get in worse trouble than this before I can order them to go get help somewhere". There are very few outlets for parents to get help for their chld. "Choices" is an excellent outfit to start with. Anyway, I just get sick and tired of hearing how bad these kids "had to have it" and that is why they act the way they do-get educated!

I am commenting on two of the last entries..for the one about the group home..as an ex-state raised teenager, it has nothing to do with the group home or the people running it, this child has obviously learned things in school and (not making accusations) also at home. This is also a boy thing, as a counselor told me about a year ago, boys are boys. About the underage comment, as far as listing his name, the law says not to list person's under the age of 13 in the paper.

OMG, ya know, I had boys who did this nonsense to me long ago, did this really need to be a criminal juvenile offense...that will go with him to adulthood? Please. And putting his name in the paper isn't right either. This isn't a sex offender- can we get real please? This was a dumb taunt- one that needed to be addressed sternly, yes, but not that sternly.

This child was not born to do this. He needs professional help and it's all of our responsiblity to see that he gets it or yes, he will be the next adult sex offender. We can't just throw him away. Why was his name posted anyway. Isn't that against the law?

What a shame says....
I feel sorry for the people of this neighborhood. It's a great quiet location but unfortunately now it's not the same. The people living there and running a group home there are only concerned with cashing the checks. This is not the first time something has happened there. How long will the state allow people who don't care to do things like this. These kids need to be with people who are actually concerned and will teach them right from wrong.
